nations general assembly is the issue of the palestinian campaign for a u.n. membership state hood this is something that has stolen the spotlight because palestinian membership is something that the majority of the general assembly does support but it's something that the united states has been speaking out against that the us has threatened to use its veto in the security council to prevent palestine from gaining u.n. statehood membership but while it can still gain the support of the general assembly and return an observer status because no sides palestine or israel are ready to return to the negotiating table but foreign minister lavrov did say that it is within palestinians right to ask for u.n. membership and the united states should not get in the way of aspirations for any country take a listen to what the russian foreign minister had to say because. the middle east quartet will not meet in the near future with a recent meeting with the u.s. secretary of state hillary clinton has showed that the u.s. would not like to see the palestinian question raise

nations general assembly versus the un security council certainly we we were there last week in and week before in new york and saw this gathering of you know this immense gathering of all these countries i want to get your take on the power and the influence of these annual meetings a lot of people that we've spoken to said you know it's nice to see everybody get together but how you know what actually comes out of. well what comes out of it is that this layout of a lot cited power relations within the u.n. the u.n. was the only reason the un exists is because the victors in world war two insisted on a veto in the security council or otherwise they were going to join this thing and that veto powers come back to essentially emasculate the organization so that's why israel can do what it does because it's protected right it is simply protected from international hundred nation and international law by a great power patron and it's done primarily by exercising movietone in the security council so the general assembly doesn't have a whole lot of power you know i think in practical term

so the plan that after his address at the united nations general assembly he would officially request that the u.n. consider the palestinian request. >> and will the petition designate pre-'67 borders, as well as east jerusalem as the capital? >> well, i'm not that familiar with the exact language of the draft resolution but i strongly believe that it will reiterate long-standing palestinian position. it will talk about the palestinian state in the west bank, the gaza strip with east jerusalem as its capital. it will call for two-state solution, two states, israel and palestine, living side by side in peace and security. and i believe it will also emphasize the need for negotiations to resolve the outstanding issues. >> you know that diplomatically this is very hard for the united states which, if it comes before the security council, as far as we know, is going to veto this idea. they have said this will undermine negotiations israel says it will set back the palestinian cause. is there anything right now that could be presented to you -- because lots of meetings are going on -- that

president obama was here for the united nations general assembly. at the same time, clinton was presiding over his clinton global initiative. i sat down with him for a wide-ranging interview and i asked him about a controversial remark by one of his former top cam taken advisors. james carville, a man you know well, our cnn contributor, democratic strategist, worked with you for a long time. he says it's time for the president and the white house to panic, to fire people, to indict people. he's just seeing what is happening on special election here in new york city. you think carville is right? >> no. i think that, first, it's never a good thing for the president to panic. i think they need to focus as much as they can on like what we did now when we just announced at the afl-cio and the american federation of teachers and pension fans and allies are doing what the banking system should be doing. they're out there -- they are funding major building retro fits. they're going to put thousands and thousands of people to work. and that's what i think we
